Debt-Limit Revisited: Members disapproved, 239-176, of a $1.2 trillion rise in Treasury borrowing authority, to $16.4 trillion, that is needed by Jan. 27 to keep the U.S. from defaulting on debt already incurred. A yes vote was to partially roll back a debt-limit increase that bipartisan majorities agreed to last August. (HJ Res 98)
